Chevalier Charles Coulombe on Monarchs vs Government Machinery in WWI
The Chevalier discusses why Die Drei Kaiser, HIAM Franz Joseph, HIM Nikolai, and HIRM Wilhelm, could not stop the Great War. He points out that whilst they had a great deal of power in theory, the actually States they ruled were run by a bureaucracy, just as most of the States of the world are today.
