Article 5 of the Charter of the Rights of the Family, issued by the Vatican in 1983, says, 'Since they have conferred life on their children, parents have the original, primary and inalienable right to educate them; hence they must be acknowledged as the first and foremost educators of their children'.
Paragraph 2223 of the Catechism of the Catholic Church states, 'Parents have the first responsibility for the education of their children'.
Canon 797 of the Code of Canon Law, 1983, reads, 'Parents must possess a true freedom in choosing schools [which obviously includes homeschooling!-JW]; therefore, the Christian faithful must be concerned that civil society recognizes this freedom for parents and even supports it with subsidies; distributive justice is to be observed'.
That's pretty clear, even to an Old Curmudgeon like me!

During the Youth Synod in Rome this week, notes taken during one of the Bishops’ discussions on education reveal that there may be doubt over whether parents are qualified to homeschool their children.
According to a summary of the conversation that took place, bishops discussed the following topics:
Home based schools – a model coming from America.
USA has many homeschoolers – bishops in USA are not united, as homeschooling can have an ideological basis – kids may have special needs
Are parents qualified to homeschool them?
These disturbing notes - posted on the Vatican’s website - should cause all pro-family supporters to be concerned.
