VETO, ROYAL. The right claimed by some rulers to reject nominees to Catholic episcopal sees that were not acceptable to the civil government. While the Holy See has never recognized the right on principle, it has more than once permitted the exercise of the veto in order to avoid greater evil.
(Claimed by the Imperial Crown, and the Crowns of Spain and France. Regularly exercised throughout the 17th, 18th, and 19th centuries, it was last exercised in 1903, when HIRM Franz Joseph I vetoed the election of Mariano Rampolla. St Pius X, who was elected as a result of the veto, immediately abolished the right of any monarch to veto a Papal election.-JW)
