The Myth of Post-Conciliar Decentralisation

The popular narrative says Vatican II broke up the centralized, monarchical Church of the pre-Conciliar era. Paul VI set aside the tiara, the bishops gained Episcopal Conferences, and the Church was graced with collegiality and active participation. But what actually happened?
